The Enrich Layer tool is disabled, and no file is generated when trying to run the tool and selecting the ‘2019 USA Median Age’ ArcGIS Living Atlas of the World layer as an input in an ArcGIS Online web map.

This is resolved in ArcGIS Online Map Viewer. This issue may still occur in ArcGIS Online Map Viewer Classic.Workaround
Run the Enrich Layer tool on one of the layers of this service if adding the layer via URL to the map, and use it as the input layer for Enrich Layers. For example, in a new map, select Add > Add layer from URL and add the following URL: https://demographics5dev.arcgis.com/arcgis/rest/services/USA_Demographics_and_Boundaries_2020/MapServer/0. When opening Analysis > Data Enrichment > Enrich Layer, use the layer as the input features.
