The enable pop-up option for a Web Map Service (WMS) layer in the Portal for ArcGIS web map is missing if the Web Map Service (WMS) is added as an item to Portal for ArcGIS and to the web map.

Additional Information
This was fixed as part of the release of ArcGIS Enterprise 11.0.Workaround
Manually edit the web map item's JSON file located in the content\items\<webmapItemID> directory and add "queryable":true for the Web Map Service (WMS) layer supporting GetFeatureInfo requests.
