Workaround

Option 1:

Run the Enable Network Topology operation from another client machine with enough disk space to accommodate the operation.

Option 2:

If you are working with ArcGIS Pro 2.9.10 or a later patch on 2.9.x, please contact Esri Support Services for assistance with an alternate solution.

Option 3:

For users working with ArcGIS Pro 3.1 and later releases, you can use the ARCTMPDIR environment variable to redirect where certain temporary and scratch files are stored on a file system. To learn more about this functionality see: How to: Redirect where ArcGIS Pro writes temporary or scratch files during processing
