Additional Information

Several other issues have spun off from this initial work, resulting in clearer error messages. A Knowledge Base article has articulated the problem, and errors have been raised where possible. Unfortunately, there remains an edge case that we are unable to address in which the error "999999" could still be returned.

Workaround

Option 1:

Run the Enable Network Topology operation from another client machine with enough disk space to accommodate the operation.

Option 2:

When working with ArcGIS Pro 2.9.10 or a later patch on 2.9.x, contact Esri Support Services for assistance with an alternate solution.

Option 3:

For users working with ArcGIS Pro 3.1 and later releases, use the ARCTMPDIR environment variable to redirect where certain temporary and scratch files are stored on a file system. Refer to this article: https://support.esri.com/en-us/knowledge-base/how-to-redirect-where-arcgis-pro-writes-temporary-or-sc-000029492 for more information.
