The Embed option in ArcGIS StoryMaps truncates the URL of a panorama image resulting in the "No configuration options were specified." error.

This issue is not reproducible in ArcGIS StoryMaps. If the issue occurs, contact Esri Support Services as additional information is required for further investigation.Workaround
The URL is not truncated when added using a Button widget. This keeps the full URL, and when clicked, it opens the panorama image in a new browser tab.
There is no workaround to embed and interact directly with the panorama image in a story map.
