Additional Information

ArcGIS Pro versions prior to 3.2 contained a drawing defect with some fonts where ascenders were not properly represented. This issue is resolved in ArcGIS Pro 3.2. The defect caused lines of text to be too close together and callouts to fit the top of the text too closely as well. Resolving this defect did result in a change of bounds because the bounds were incorrect. In the case reported here, the paragraph text is defined in a way where the defined area tightly fits the text and the bounds change, causing the text to overflow the area. Changing draw is generally avoided in the product, but it was done in this case given the incorrect nature of the existing behavior. There is no plan to restore the previous defective drawing.

Workaround

Enlarging the textbox can remove the ellipsis in ArcGIS Pro 3.2. Alternatively, changing the line spacing can tighten the lines of text to fit them in the existing box.
