This issue is not reproducible in the current version of Portal for ArcGIS.

Workaround

  • Use Google Chrome or Internet Explorer to make edits.
  • Use the latest version of Portal for ArcGIS (This issue is not reproducible with Portal for ArcGIS 10.7.1).
