From ArcGIS Enterprise 11.3, organization administrators, app owners, and members of shared update groups, users with fullEdit privileges now have elevated editing capabilities, regardless of the settings and configurations. For all other users, editing privileges remain aligned with the settings, configurations, and account privileges.
