The Edit widget in an ArcGIS Experience Builder application does not allow choosing snapping layers from a referenced map image layer in the web map, only from referenced feature layers.

Map image layers cannot be used as snapping layers.

Workaround

Add the sublayer directly to the web map to enable snapping to a specific layer within a map image layer.
