The issue is not reproducible in ArcGIS Pro 3.7 and ArcGIS Enterprise 12.1.Workaround
Arbitrarily increase the maximum image size per request (rows x columns) property in the Mosaic dataset settings prior to publishing. However, this is not an acceptable workaround for most users.
