Additional Information
This is the expected behavior. Tokens are required by ArcGIS Online to extract data from feature and tiled layers to determine the user type and role of the person who is attempting to extract the data, as well as to determine any ownership or configuration requirements are satisfied for the appropriate layers in the map. This token is required by ArcGIS Online to extract the data, which is unrelated to any licensing assigned from the ArcGIS Enterprise portal that is used to run ArcGIS Pro, or the fact that the ArcGIS Online data is being made available through ArcGIS Enterprise.
Documentation for ArcGIS Enterprise describes methods to configure Esri base maps in the Enterprise portal so the end user does not have to sign in to ArcGIS Online to download the data from the Enterprise portal. In the 'Take maps offline' help topic, navigate to the section 'Use an Esri basemap offline'. Any changes to this behavior would be considered enhancements to ArcGIS Online and/or ArcGIS Enterprise and not ArcGIS Pro.
Workaround
Sign in to ArcGIS Online when downloading the map as a Vector Tile Package (VTPK).
