The documentation of changing the geoprocessing service and service extension publishing privileges should also include version 10.3 as this version is affected after installing the ArcGIS Server Manager Upload Patch.

Workaround

Use the ArcGIS Server 10.4 solution mentioned in the same link:http://server.arcgis.com/en/server/10.4/administer/windows/change-geoprocessing-service-and-service-extension-publishing-privileges.htm
  1. Open the ArcGIS Server Administrator Directory and log in with an account that has administrative privileges to the site. The Administrator Directory is typically available through a URL such as https://gisserver.domain.com:6443/arcgis/admin.
  2. Click System > Properties > Update.
  3. Insert the allowGPAndExtensionPublishingToPublishers property and set it equal to true. The syntax should be in the following format: {"allowGPAndExtensionPublishingToPublishers": true}.
  4. Click Update.
