The Dissolve tool computes the statistics for all the records rather than only the dissolved ones when outputting single part features.

This is expected behavior. The dissolve field defines how features are aggregated, not the spatial relationship of the features. When no dissolve field is selected, all features are aggregated as a single unit (either in a single multi-part feature, or multiple unique features with identical statistics attributes). The statistics field is calculated based on how the features are aggregated, so therefore if no dissolve field is selected then the statistics will be calculated based off of all features. Depending on the specific workflow, if a dissolve field cannot be selected or generated for the features then the Spatial Join tool may be a more effective tool for calculating statistics of spatial coincident features.
