The Disconnected Editing tools are not available in ArcGIS version 10.0. According to the documentation "The disconnected editing geoprocessing tools, are still available for backward compatibility." Please update documentation if tools are not available by default in ArcGIS 10 or if any additional steps are needed to make the tools available at Version 10.0.

Workaround

1. Open File Explorer.2. Navigate to C:\Program Files\ArcGIS\Desktop10.0\ArcToolbox\Toolboxes.3. Right click on the Data Management Tools toolbox and ensure that the folder is not read only.4. Open ArcCatalog.5. Navigate to C:\Program Files\ArcGIS\Desktop10.0\ArcToolbox\Toolboxes in the catalog tree.6. Right click on the Data Management Tools toolbox > select Save As > 9.3 Toolbox...7. Assign the toolbox a name and save it on your machine.
