This is as designed. The Auto-pick and Digitize Points tools are disabled when the validation scenario is a digital elevation model (DEM) raster or TIN and a z-enabled point feature class (see http://desktop.arcgis.com/en/arcmap/latest/extensions/data-reviewer/scenarios-for-using-the-paat.htm).
