Additional Information
While not ideal, this type of offset is within the stated accuracy of the current DigitalGlobe Vivid imagery product (+/- 10m).
We recommend the user try Clarity first and then Wayback to see if they can find an imagery source to meet their needs. URLs below:

The user could identify a version(s) of World Imagery in the Wayback App, and then add those layers to ArcMap.
