Workaround

If a map is set up for versions prior to or including ArcGIS for Desktop 10.3.1, do not use versions ArcGIS for Desktop 10.4 and above. If a map is set up in ArcGIS for Desktop 10.4 and above, do not revert to ArcGIS for Desktop 10.3.1 or below. Alternatively, change the labelling settings after opening an MXD in a different version.
