The development team has considered the issue and concluded it will not be addressed. If this is still a concern, contact Esri Support Services.Workaround
Running the locator with a smaller dataset shows no inconsistency with both single-line and multiline. Run the locator with the same dataset but instead of 16,000, shorten it to 5,000 to run the locator correctly.
