The dialog box for the raster storage environment variables for tools in ModelBuilder appears empty on Windows 8 and 8.1 operating systems when created as parameters.

Workaround

Right-click the tool > Properties > Raster Storage > click Values, and set the values in the dialog instead of creating them as parameters.
