This issue is addressed in ArcGIS Pro 3.7 and ArcGIS Pro 3.6.1.Workaround
Use a raster with a projected spatial reference. Add the raster using a geographic coordinate system to a mosaic dataset defined with a projected spatial reference to project the data correctly for the tool to use.
