The Detect Change tool does not work in ArcGIS Excalibur V2.3 in the ArcGIS Enterprise 10.8.1 deployment despite being listed as a supported version.

Additional Information
This issue can no longer be reproduced in recent versions such as ArcGIS Excalibur in ArcGIS Enterprise 11.5. The issue in ArcGIS Enterprise 10.8.1 will not be addressed at this point.Workaround
Utilize ArcGIS Enterprise 10.9.x with ArcGIS Excalibur V2.3.
