Additional Information

This is as designed. Rebuilding the spatial index is very expensive and generally only occur when requested by the user. The exception is when a empty feature class is created. The first load into an empty feature class will trigger a rebuild.

Workaround

Workaround 1: Use the Truncate Table tool instead of Delete Features.Workaround 2: Rremove and recreate the spatial index using the geoprocessing tools or manually from the Indexes tab in the feature class properties in ArcCatalog.
