This behavior is by design. When editing existing survey records, calculations or default values overwriting existing data are not triggered in ArcGIS Survey123. Use calculations instead of default responses, and utilize the calculationMode property. Refer to https://doc.arcgis.com/en/survey123/desktop/create-surveys/prepopulateanswers.htm for more information.
