ArcGIS Hub gives preference to the item extent set on the item in ArcGIS Online. This can be set by navigating to the Item Details Page of the item>Settings Tab>Edit Extent. https://community.esri.com/t5/arcgis-hub-questions/default-extent-on-items/td-p/562064
