For the ArcGIS Survey123 field app and ArcGIS Survey123 Connect, the default language used is determined by the device's language setting. For the ArcGIS Survey123 web app and website, the default language used is determined by the organization's user language setting. When a user is not signed in to an organization, the web browser settings are used in the web app and website.

Workaround

If logged in to ArcGIS Online, set the account's language preference to French to make the survey default to French. If not logged in, append 'locale=fr&' to the survey URL after the item ID to force the desired language.
