This issue is not reproducible. If the issue persists, contact Esri Support Services.Workaround
- Enable the use of a built-in user in the portal's security settings.
- Sign in with a built in user.
- Make the necessary changes.
- Then disable the use of built in users.
This issue not reproduced in Portal for ArcGIS 11.1.
