The default basemap does not appear on startup in ArcGIS Pro 2.2.4 unless a new Map, Local Scene, or Global Scene is added after the project is created.

Workaround

Perform the following workaround to resolve the issue:

1. Configure Portal for ArcGIS to the designated default basemap.
2. Open a new project.
3. Click the Insert tab.
4. Select a new Map, Global Scene, or Local Scene. Alternatively, create a project with a new Blank project.
