To add deep-learning via the package manager long paths need to be enabled on the machine first. Refer to the documentation here to enable long paths: https://github.com/esri/deep-learning-frameworks#known-issues.Workaround
Install the Deep Learning packages using the installer per https://github.com/Esri/deep-learning-frameworks.
