Additional Information

This is by design. The Topographic North Arrow (TM North Arrow) meets a mapping specification. The workaround is to do the following: 1. Right-click on the TM North Arrow and select Properties from the context menu. The Element pane is launched. 2. On the Element pane for Format North Arrow, uncheck Update Dynamically and choose the appropriate date. At ArcGIS Pro 2.2 release, we will be releasing a Topo North Arrow. The Topo North Arrow when inserted will have a Declination Date of the day that it was inserted into the layout.

Workaround

Uncheck the Update Dynamically option and manually set the date.
