The date-time field in a hosted feature layer which is published from ArcGIS Pro with a configured time zone changes to the UTC format when an excel file is appended to the hosted feature layer in ArcGIS Online.

Additional Information

Based on ArcGIS Online documentation, when date fields store published, the data is converted and stored in UTC time in the database. https://doc.arcgis.com/en/arcgis-online/manage-data/work-with-date-fields.htm#ESRI_SECTION1_BCC2E215ABAE4997983D065D5CF66FA1 When appending, the data is in UTC as well.

Workaround

Append the data in ArcGIS Pro before publishing the feature layer using the Append (Data Management) tool. Configure the time zone for date fields before publishing to ArcGIS Online.
