Workaround
A workaround for this issue exists in ArcGIS Enterprise 10.9.1. Open the layer's properties and click Configure Fields in the Map Viewer Settings toolbar. Configure the date field and update the date format, or toggle on or off the Show Time option to update the date field with the desired format. Then, choose any date format for the published map image layer.
