In Map Viewer and ArcGIS Experience Builder, the date format honors the user locale and this is designed as a universal practice. The specific custom date format, dd/mm/yyyy available in Map Viewer Classic is stale and does not comply with the user locale, so it is not honored. This is as designed and will not be fixed.
