Additional Information
As per this issue's workaround, the bug does not occur in the later versions of ArcGIS Enterprise. Since ArcGIS Enterprise 10.7.1 is no longer actively supported, this is not fixed in that version.Workaround
Use ArcGIS Enterprise version 10.8.1 or later.
