Workaround

  1. On the machine where Portal for ArcGIS is installed, go to 'C:\Program Files\ArcGIS\Portal\apps\webappbuilder\stemapp\widgets'.
  2. Copy the folder named 'DataAggregation'.
  3. Paste the folder to 'C:\Program Files\ArcGIS\Portal\apps\webappviewer\widgets'.
