The Cyrillic characters do not display properly in ArcGIS Desktop 10 after the Language and Regional Option is set to Russian.

Additional Information

They need to set the system locale to Russian. So after step 7 they also need to click on the Administrative tab on the Region and Language control panel, select Change system locale... Chose "Russian" and Apply the change. You will need to reboot for the change to take effect. Setting the Format to Russian does not allow shapefile text fields to be displayed correctly.
