This issue is not reproducible. If experiencing the described behavior, please reach out to Esri Support Services for a continued investigation.Workaround
Use the Get Layout Templates Info and Export Web Map tools when creating the custom print service in ArcGIS Pro, and add both tools to the geoprocessing service that is being published.
