Additional Information
While defining custom text elements in ArcGIS Pro (unlike ArcMap), their names must be inside a set of curly brackets such as {parcel-id}

Workaround
Publish a custom print service from the ArcMap version that corresponds to the ArcGIS Enterprise version.
