The custom print service created in ArcGIS Pro does not include custom text elements, and the custom text elements are displayed out of order when used in the Print widget in ArcGIS Web AppBuilder.

Additional Information

While defining custom text elements in ArcGIS Pro (unlike ArcMap), their names must be inside a set of curly brackets such as {parcel-id} Refer to the 'Considerations when preparing your layouts' section in the following documentation, https://enterprise.arcgis.com/en/server/10.9.1/publish-services/windows/tutorial-publish-additional-layouts-for-printing-with-arcgis-pro.htm

Workaround

Publish a custom print service from the ArcMap version that corresponds to the ArcGIS Enterprise version.
