It is highly recommended to publish from ArcGIS Pro to resolve this issue.Workaround
In ArcGIS Server Manager, for the Service under General, switch the service to ArcGIS Pro Runtime from ArcMap Runtime. The order is then honored in maps (even for maps created using the ArcMap Runtime display fields in the correct order). However, if the service must be republished from ArcMap, overwriting the existing service, the runtime for the service must be switched back to ArcMap Runtime before republishing.
