Additional Information
This issue is addressed in ArcGIS Pro 3.6.
Workaround
In ArcGIS Pro:
- Open a new project (it can be blank) to use the Extract Package geoprocessing tool.
- Open and run the Extract Package geoprocessing tool.
- Input package: Click the file folder image and navigate to and select the scene layer package (.slpk) file to publish using referenced data.
- Output Folder: Click the file folder image and navigate to and select the folder that is registered as a data store on ArcGIS Enterprise portal.
- Ensure Cache Package is unchecked.
- Click Run.
In ArcGIS Enterprise Portal or ArcGIS Online:
- Go to Content and select Scene Layer.
- Create a scene.
- Select 'Select a dataset in data store' and click Next.
- Select the folder that is already registered as a data store that contains the extracted scene layer package (.slpk) file for publishing and click Next.
- Select the extracted scene layer package (.slpk) file to publish and click Next.
- Select the correct federated server.
