This is a known limitation with ArcGIS Configurable Apps as they use the same ArcGIS API for JavaScript version as ArcGIS Online Map Viewer Classic (version 3.x), whereas ArcGIS Online Map Viewer utilizes JavaScript version 4.x.Workaround
Configure the form in ArcGIS Online Map Viewer Classic.
- In ArcGIS Online Map Viewer Classic, click Configure Pop-up, then use the 'Move up' and 'Move down' arrows to change the order in the list and save.
- The list order is reflected in the Crowdsource Reporter form.
