The Create Version geoprocessing tool fails with the error, "000301 : The workspace is of the wrong type" if the background process is using ArcGIS for Desktop 10.2.1.

Workaround

Disable background processing on the Geoprocessing Options window.Use the Geodatabase Administration tool to create versions in ArcMap.
