Additional Information

The issue is not reproducible in ArcGIS Pro 2.1 Beta1 and most likely not an issue in ArcGIS Pro 2.1 Final.

Workaround

Run the Create Vector Tile Package tool in ArcGIS Pro 2.1 Beta 2.
