The Create Ortho Corrected Raster Dataset tool in ArcGIS Pro returns the error message "Error 000425: Failed to create ortho corrected raster dataset".

Workaround

User data is a georeferenced image and does not meet the Input Raster requirements of the tool. A georeferenced image has only a relationship between ground (X, Y) and image point (x, y). An ortho-corrected image requires a function that transforms ground coordinates (X, Y, Z) to image coordinates (x, y). Therefore, the Input Raster parameter is requires sensor information. To work around the issue, create a frame camera table based on the location and camera information of the data, then create a digital aerial Ortho mapping workspace. The mosaic dataset created in the ortho mapping workspace has a frame camera model which meets the tool requirement. This mosaic dataset can be used in the Create Ortho Corrected Raster Dataset tool to generate the ortho photo.
