This issue is addressed in ArcGIS Pro 3.1. There is a minimum zoom scale for all locators created with the Create Locator tool or the Create Feature Locator tool. All features that are roughly 10,000 square meters or smaller zoom to the same extent. Larger features zoom to larger extents.Workaround
- Use the Create Address Locator tool in ArcMap and the General-Gazetteer address locator style to map the locator to feature names.
- Input the calculated minimum and maximum XY values in their corresponding parameters under Field Map.
