Bug
The Create Database User geoprocessing tool fails with an error message returns, "You must connect as the Oracle ‘sys’ user to perform this Operation" when already connected as ‘sys’ User, if the 'Save username and password' option is unchecked.

If the issue persists, contact Esri Support Services.Workaround
1. Save username and password, when connecting as 'sys' in order to create Users.
2. Create Users at the Database level.
