The 'Create Address Locator' geoprocessing tool fails with the error message, "ERROR 000042: Failed to create the address locator. Underlying DBMS did not accept username/password" when the reference data is from a database connection for a database authenticated user, and the Windows machine uses a foreign Windows Region Formats.

Workaround

  • Do not log in to the database connection with database authentication credentials when running the 'Create Address Locator' tool within ArcMap. Use the operating system (OS) authentication when utilizing ArcMap.
  • If using ArcGIS Pro, database authentication credentials work for SQL Server and PostgreSQL, but if Oracle is in use, utilize the OS authentication.
