This is as designed. The default behavior for the Cost Distance geoprocessing tool is updated so that the processing extent is set to the value raster. To process a smaller extent, either use a smaller value raster or set the extent to a smaller area.Workaround
Use ArcMap 10.5 for a proper extent usage.Steps to Reproduce
