This issue is reproduced in ArcGIS Pro 3.7.0 build 1893.Workaround
The Resample tool can be used with the same snap raster applied, and this will align the cells correctly. However, this tool does not have the same output formats that the Copy Raster tool has, so this may not be suitable for all use cases.
