The Copy Raster tool does not output rasters according to the bit depth specified in the tool when the output format is a GRID. Instead, the output is a GRID raster with the lowest possible bit depth for the raster values.

Workaround

Output to a .tif file or file geodatabase raster rather than a GRID.
