This issue is addressed in ArcGIS Pro 3.4.Workaround
The points table contains values that exceed the allowed field value for enterprise geodatabases. Sort and correct the values (3.4...e+38) in the Error Ellipse Semi Major and Error Ellipse Semi Minor fields.
